📋 Discretionary Places: Not Restricted by School Net; Divided into Category A and Category B
At the "Discretionary Places" stage, parents may choose schools without being restricted by school net or district, and may freely submit applications to any government or aided primary school in Hong Kong. Place allocation is divided into two main categories: Category A (guaranteed admission) is for children who have a sibling studying at the school or a parent working at the school, accounting for about 30% of the school's total Primary One places; Category B (allocated by the scoring scheme) is allocated according to the "Scoring Scheme," accounting for no less than 20% of the school's total places. Schools must not conduct any form of interview or written test.
🧮 Scoring Scheme
When the number of applicants under Category B of the Discretionary Places exceeds the number of places available, the school must select students according to the following "Scoring Scheme." Any claimed relationship must be proven to be true before the relevant points can be awarded:
(A) Parent working full-time at a kindergarten or secondary section on the same premises as the primary school (20 points);
(B) Sibling studying at the secondary section on the same premises as the primary school (20 points);
(C) Parent being a school manager of the primary school (20 points);
(D) Parent or sibling being a graduate of the primary school (10 points);
(E) First-born child (5 points);
(F) Having the same religious belief as the school's sponsoring body (5 points);
(G) Parent being a member of the primary school's sponsoring association (5 points);
(H) Child of suitable age (10 points).
⚠️ 2 Major Application Taboos
Parents must note that at the "Discretionary Places" stage, they may only apply to one government or aided primary school for each child. If applications are submitted to more than one government or aided primary school simultaneously, or if duplicate applications are submitted through both the "Primary One Admission Electronic Platform" and paper form, the child's Discretionary Places application will all be voided. In addition, the residential address filled in on the application form must be true and accurate. If a false address is provided to obtain a place, both the application and any allocated place will be immediately cancelled. Under the Crimes Ordinance, upon conviction, the maximum penalty is imprisonment for 14 years, or imprisonment for 2 years and a fine.
🎲 Central Allocation: About 50% of Places; Divided into Part A and Part B
If a child is not admitted at the "Discretionary Places" stage, they will automatically enter the "Central Allocation" stage, and parents need not submit a separate application. "Central Allocation" accounts for about 50% of the school's total Primary One places, divided into Part A (10%), which is not restricted by school net and where parents may fill in up to 3 primary schools from any school net in Hong Kong; and Part B (90%), which is restricted by school net and where parents must arrange the primary schools available in the school net of their residential address in order of preference. The computer programme will process Part A choices first, followed by Part B. If demand exceeds supply at a school, the system will use a "random number" to determine allocation order.
