According to the latest data in the Primary School Profiles 2026, an analysis of the annual number of tests and examinations across all 448 government and aided primary schools in Hong Kong found that 113 primary schools have implemented a "zero tests and exams" policy for the entire Primary One year — a substantial increase over last year. Some schools have even extended the "no tests or exams" policy to Primary 2 or even Primary 3, replacing traditional written tests with diversified continuous assessment in order to ease the academic pressure of the kindergarten-to-primary transition.

Schools are racing to implement "zero tests and exams" in Primary One mainly to reduce the academic pressure on junior primary students and to help new students who have just left kindergarten navigate the transition smoothly — allowing children to first adapt to primary school social life, self-care and campus life, rather than being bound by scores and regular written tests as soon as they enter school. In fact, "zero tests and exams" does not mean no assessment at all; schools have instead adopted "formative assessment" methods such as classroom observation, interactive questioning and diversified group activities.

The newly added Primary One “zero test and exam” schools for the 2027 school year are spread across multiple districts in Hong Kong, including Bonham Road Government Primary School in the Central and Western District; Sheng Kung Hui St. James’ Primary School in the Wan Chai District; Pun U Association Wah Yan Primary School in the Eastern District; Kowloon Tong Government Primary School and Sheng Kung Hui Fung Kei Millennium Primary School in the Kowloon City District; Father Joseph Kuo Memorial School in the Sham Shui Po District; Tsz Wan Shan Catholic Primary School in the Wong Tai Sin District; Ping Shek Catholic Primary School and Sheng Kung Hui Kowloon Bay Kei Lok Primary School in the Kwun Tong District, among others.

Some schools have further extended the no-test-and-exam policy to higher year levels. For example, Father Joseph Kuo Memorial School holds no examinations or tests throughout the entire Primary 2 year; Ma Tau Chung Government Primary School (Hung Hom Bay) holds no examinations in the first term of Primary 2; The Hong Kong Federation of Youth Groups Lee Shau Kee Primary School holds no tests or examinations in both Primary 1 and Primary 2; and Christian Assemblies of God Leung Sing Tak Primary School and The Church of Christ in China Cheung Chau Church Kam Kong Primary School likewise hold no tests or examinations in Primary 1 and Primary 2.
