The Hong Kong Education Bureau has announced that the Hong Kong Scholarship for Excellence Scheme (HKSES) is open for applications from 13 October to 31 December. Eligible Hong Kong students intending to pursue bachelor's degree or postgraduate programmes at world-renowned universities outside Hong Kong starting from the 2027/28 academic year may apply. The deadline is 6:00 p.m. on 31 December 2026; late applications will not be accepted.

📋 Eligibility: Must Have Right of Abode in Hong Kong and Have Resided in Hong Kong for Three Consecutive Years
Applicants must meet two criteria, including having the right of abode or right to land in Hong Kong, or having entered Hong Kong on a One-way Permit; and having resided in Hong Kong for three full consecutive years before the commencement of the overseas programme. The authorities remind that students who came to Hong Kong on student or dependant visas are not eligible to apply.

💰 Scholarship Up to HK$300,000 Per Year; Additional Bursary Up to HK$200,000
Scholarship recipients are not required to undergo means testing and will receive a scholarship to pay tuition fees, capped at HK$300,000 per year. Recipients who pass means testing may receive an additional bursary of up to HK$200,000 per student per year to cover living and other learning expenses. If a recipient also receives funding from other local or overseas financial assistance schemes for the same overseas study programme, the amount of assistance under this scheme will be reduced accordingly.

🤝 Recipients Must Commit to Working in Hong Kong for at Least Two Years After Graduation
Scholarship recipients must complete the designated programme and commit to working in Hong Kong for at least two years after graduation, or for a period equivalent to the number of years of scholarship funding, whichever is longer. The scheme targets Hong Kong's most outstanding students and selects on merit. Selection criteria include applicants' academic results and other personal qualities, such as leadership ability and potential, contribution and commitment to society, with a maximum of 100 places.

📝 Submit Applications Online; Up to Ten Programme Choices
Interested students may submit applications through the online application system on the scholarship scheme website (hkses.edb.gov.hk/tc) on or before 6:00 p.m. on 31 December 2026. Applicants may fill in a maximum of ten university/institution and programme combinations in the application. After shortlisted applicants receive unconditional offers for their chosen programmes, the Education Bureau will invite them to attend interviews starting from April 2027, and will subsequently notify them of the results.
